As part of the federal requirements for states' receiving funding under Phase 2 of the State Fiscal Stabilization Funds Program, all school districts in New Jersey are providing information to the public on the procedures they use to evaluate teachers and principals. The information presented below will help you understand the Camden County Technical School District's policies and procedures for evaluating teachers and educational specialists such as librarians and counselors.
Section 1. Description of Teacher Evaluation System
Effective evaluation is essential to the achievement of the educational goals of this district and New Jersey's Core Curriculum Content Standards. The purpose of evaluations is to promote professional excellence and improve the professional skills; improve pupil learning and growth; and provide a basis for the review of staff performance.
The superintendent has developed job descriptions for each certificated position and evaluation criteria for said positions based directly upon the job description. The job description shall be concise, stating major responsibilities as briefly as possible. All job descriptions are board approved.
All certified staff members shall be evaluated against criteria which evolve logically from instructional priorities and program objectives as specified in the job description for his/her position.
Criteria must include but need not be limited to consideration of pupil progress; instructional skills; subject knowledge; professional conduct and growth; human relations skills; classroom management skills. These criteria shall also apply to requirements for continuing education and shall be incorporated into each teacher's professional growth. The individual professional improvement plans shall be aligned to professional development standards for teachers.
Tenured certified staff shall be observed and evaluated at least once each year by properly certified persons. Non-tenured certified staff members shall be observed and evaluated at least three times each year by properly certified district staff.
The evaluation procedures shall provide continuous, constructive, cooperative interaction and communication between the certified staff member and his/her supervisor/evaluator, thus ensuring a valid basis for performance review. All procedures for the evaluation shall be in compliance with law and regulation.
For evaluative purposes, a teacher has fulfilled his/her professional improvement plan when his/her students have demonstrated satisfactory progress toward achievement of the curriculum standards, as well as the educational goals of the district. Following a classroom observation, a conference between the teaching staff member and the supervisor/evaluator shall take place. Annually, an annual written performance evaluation shall take place for all certified staff. The preparation by the supervisor of this report which shall include the annual evaluation, an individual professional growth
plan developed by the staff member and the supervisor (or specified by the supervisor if the teacher and supervisor cannot reach agreements on the content of the professional improvement plan), and a summary of the results of the formal and informal assessment of his/her pupils along with a statement of how these indicators relate to the effectiveness of the overall program and the performance of the staff member; the preparation of individual professional growth plans that include specific guidance to the teacher on activities that would contribute to his/her obtaining and maintaining the knowledge and skills essential to student achievement of the state's core curriculum standards. The annual evaluation documents the required 100 hours per five year cycle of professional development as well. The new five year cycle commences September 1, 2010.
