* As part of its emphasis on raising academic standards, the New Jersey Department of Education
has changed its statewide testing program, implementing a more rigorous test of language arts
literacy and mathematics at grades 3 and 4 during the 2009 school year.
Cutscores have been set on the new tests to reflect a more stringent definition of "Proficient" and
"Advanced Proficient" compared to the previous tests.
